 Im looking for a program that I can use to open my snapshots that has a ruler to measure the item on the picture. Is there such a program?

Snapshots are mere pictures, and the vertical scale is lost.  All you can measure is the number of pixels.

You need to work with Recordings if you want to measure objects.  Both SIView and HumFinder will measure objects in the recordings.
