I just upgraded to 6.4 on my 1197 and when I hit "mark" I get the "sad sound" and it says "successfully saved" but no waypoint is created. On my 957C the 6.4 upgrade worked fine, and I can created waypoints.
I have a bunch of Interlink issues too, but I can't worry about them until the create waypoint issue is resolved. They may be related, because on the 957C I erased the Interlink, and merged the data, and it worked fine. It saw the 1197, and read the correct number of waypoints on it and on the 1197.
But the 1197 is a mess - can't create waypoints, can't sync the Interlink, and so on. I've tried disconnecting the Interlink entirely and still can't create waypoints.

Do you have a memory card in your 1197 unit?
Is the Screen Snapshot menu set to “On” or “Off”?

Yes, that was it. You'd think it would create the waypoint, and NOT "successully save" the image.
Now I am on to the next headache, which is that the backup I made on the 1197 restores okay on it, but does NOT restore on the 957. It restores the track, but not the waypoints. The 1197 had 1756 wp's, and the 957 had 1600 so that should not be an issue.
I deleted NAV data and it still doesn't work. I made two backups on different cards, and neither can be read by the 957c.

None. Even with older software the waypoints should still load on the 957 unit.
Maybe you could try bringing the waypoints back into HumminbirdPC and upload them to a memory card again. I would fully format the memory card in between downloading and uploading.
