Title: what is the NMEA-COM/ACCY-COM to COM cable for?

what is the NMEA-COM/ACCY-COM to COM cable for?

It has no part numbers.  Can I assume one side goes to a GPS unit and the other to something other than GPS?

Correct, one end will goto your GPS puck while the other will go to something accessory like weathersense or interlink.
