Title: What am I looking at?

I took this snapshot today and I'm not sure where ir was.
Anybody want to try and tell me what I'm seeing?

Other than it is some sort of man-made object – I don’t know what it is either.  Was there anything sticking out of the water?

Looks to me like rocks to the left and perhaps a piece of metal guardrail to the right.

Is that some rocks on the left and a boat ramp on the right?
