Can a 1197c Si be linked to a Simrad NSS12?

What do you mean by “linked”?
The NMEA 0183 data output of the external GPS Receiver and/or unit can be sent to a second device.  I don’t know if the Simrad NSS12 can use this data or not.  Look in your operations manual for that product.

Linked as in connected to a network NMEA 2000, what data does the 1197C si transmit over the NMEA 0183

Yes, the 1197c Si is able to be connected to an NMEA 200 system using the AS-ETH-NMEA2K accessory.

The NMEA 0183 data sentences that the 1197c Si outputs is:
GLL - Geographic Position - Lat/Lon
GGA - GPS Fix Data
RMC - Recommended Minimum Specific GNSS Data
VTG - Course Over Ground and Ground Speed
ZDA - Time and Date
APB - Autopilot Sentence B
BWR - Bearing & Distance to Waypoint - Rhumb Line
RMB - Recommended Minimum Navigation Information
DPT - Depth
MTW - Water Temperature
