Hi ,  what is  difference between the 1198cx SI Combo and the  1198c SI HD Combo

The difference is that the CX units are exported to Australia and Europe in metric and has local time and mapping systems.  The other is for the U.S., while being significantly cheaper and has all of the same features, these units cannot be changed to the metric system and time zones and mapping systems will not cover your area (as far as I know).

Maybe some of the others in Australia on this forum will respond with more information.
