Title: Fish on a Ledge

Are these fish catchable.  I've always been told that they arent unless they are holding on the lip of the ledge.  I didnt try fishing for them as I was in a hurry and more interested  in finding new spots today.

I would try to catch them....using a spoon or drop shot.
