Title: mounting thr transducer

The manual tells you to mount the brackets edge below the boat, however all the pictures on the web look to have the bracket above the bottom.  I have a Tracker PG-SC16 and I am wondering if I have mounted the bracket correctly.  Any help is greatly appreciated.

If you are refering to the large SI transducer then location is every thing. It will vary from boat to boat and with speed.   You can search this forum for lots of posts on transducerlocation and even find pictures of those that work and those that have problems.  SI is a large transducer and is subject to cavitation from different causes.
You might post a picture of your boat rear end and we can suggest a location. 
You may consider a thru the hull for speeds about 10 mph.

Like Chuck recommended: let us see some pictures of your boat’s hull.  We really need these to be from a low angle so that we can see if you have a stepped hull or not and what strakes and rivets it may have as well.
