I am working with our state OSHA now on a publication called A Guide to Public Safety Diving. As we get to publication I will update here.
While this addresses diving there is a couple of sections on sonar which may be of interest to some.

Would like to get a copy of this when it's published. We're thinking of putting together a ROV/Sonar course for public safety / SAR teams and this might be a good reference.

The guideline will not be a training program manual. You will have to work that out yourself. One thing about sonar and training,
After you learn how to setup and run then it takes a lot of time and scans to get good. Not just the body target but all targets normal and abnormal. That is how you find most targets .....distinguishing between the normal and the unusual.
sonar is not an overnight or single run training so be prepared to give students lots of homework for scanning, and time to make runs (like several months).
Our sonar introduction to new users has the attendees send us periodic scans with comments about what they are seeing. We critique and reply back...

Thanks Chuck. Just so there's no misunderstanding, our course will focus on ROV-based sonar systems (both scanning and imaging), not boat-based side scanning sonars. If there's sufficient interest, I wouldn't mind adding boat-based side scanning sonars to the curriculum, maybe we can get you to head our way to teach it. ;)

Update:
The manual has gone to the writers to correct our spelling and sentence structure. ;D
It is headed for publication (printing) after that.
