Try unplugging all cables to the 998cX Si unit and connecting up only the power cable; try powering it on then off again.

Be sure to check the electrical wiring all the way from the unit to the battery.  I recommend using at least a 14 AWG multi-stranded marine-grade copper wire and the blade type fuse and fuse holder.  Make sure all connections are soldered and sealed against moisture.  Also have your battery load tested to make sure that it can supply the needed amperage for the 998cX Si unit.

I think I understand you  now.

We have seen where units that do not receive the correct voltage and current (i.e. Power) may not correctly operate including not powering off.  The power button is not a direct switch.  It sends a signal to the computer chip to start the shutdown sequence for the unit.  If something interrupts that or if something is not working right; than the unit will not shut off properly.

We have also seen where some cabling that has become unwittingly damaged and grounded to the boat has prevented units from powering off.

By the way; make sure that you are holding in the power button long enough for the unit to recognize that you want to power it off.  This takes a few seconds.
