power output

it is my understanding that the 798ci hd (and all other humminbird units) always put out full power to the transducer and when we adjust sensitivity we are only adjusting the recieved signal, is this correct?

Well you heard close ...

The power output is determined by how hard the unit needs to operate to find bottom ...(Deeper water needs more power for the round trip of the ping duty cycle) ...

What you heard may be dealing with the factor that the HB units receive all echoes within the beam angle ...including the bottom, structure, fish, baitfish, clutter, water particulate, and denser water changes ...

The Sensitivity setting simply tells the unit how many of those total echoes you want to see on the display ... (On a Sensitivity scale from weaker echoes to stronger echoes) ...

does that also apply to the 455khz side imaging...
.could that account for why some users report reduced side range in shallower waters

Yes, it applies the same for 2D, Si and Di sonars.
Reduced range for the Si sonar in shallower water is usually due to something blocking the upper part of the Si sonar beam.  That something could be a part of the boat/motor/ladder, etc or even aerated water.
