Fish in brush piles

Should I be able to see fish in a brush pile with my 998c SI ?
Normally I have to set the sensitivity to 17 - 20 in 14-17ft water with color on Amber 1 to see the brush pile. But I can not see the fish even tho I and catching crappie out of it. If I have the 2D sonar set for fish ID sometime it will show fish. However it would be great if I could motor by and decide  if I want to stop and fish that brush pile because I see fish. Once I know the pattern that day I would probably stop and fish it anyway if it is at the correct depth, etc. ,etc.       Any Help would be appreciated.
