Counting down jigs, lures, etc.

What is the best way to learn how to count down the jigs, lures, etc?  I know that line size, type and weight will make a difference.  Plus when trolling speed and the amount of line out makes a difference.

I would guess that I can start with dropping the rig next to the boat and counting down and measuring the rate of fall.  Is there any charts to help with this, are there general rules?
